Abstract [eng] There is no country, society, or person on earth that is protected from the negative effects of disasters. The world is increasingly confronted with a variety of emergencies, some threats unavoidable, but we can prepare for and manage them. Successful management of disasters management requires proper preparation, a well - coordinated action plan and an appropriate response. A closed, repressive Russia that denies the possibility of dialogue poses a real threat to the security of the Lithuanian state. The situation of Lithuania's national security is particularly negatively affected by the increase in Russia's military potential and activity in the Western Military District and the Kaliningrad region, as well as the deepening military integration with Belarus. Russia is consistently strengthening its conventional and nuclear capabilities, developing new weapons, and large-scale trainings. Russia's military potential and the Kremlin's rapid, centralized decision - making process create a significant advantage over Lithuania and other neighboring countries. The problem posed by the work is - how do the subjects of the Lithuanian civil protection system assess the risk of military threat and (or) the communities are involved in the management of military threat? The aim of the final work is to investigate how the subjects of the Lithuanian civil protection system assess military threats and to assess the prospects of community preparedness in the context of a possible military threat. Theoretical, empirical and statistical methods were used in the work. Tasks of the final work: 1. To examine the works of Lithuanian and foreign researchers related to emergency management as well as civil protection regulating Lithuanian legal acts. 2. To analyze how civil protection entities assess the risk of military threat in Lithuania. 3. Justify the importance of involving communities in NS governance. 4. Examine how civil protection entities assess military threats and how communities are involved in military threat management. Conclusions - the state of Lithuania and its public security are clearly threatened by a possible military threat from hostile states (Russia, Belarus). The preservation of Lithuania's independence and sovereignty has been greatly influenced by international security organizations, and thanks to them, Lithuania is an independent democratic country of European values. However, both NATO itself and Lithuania have vulnerabilities, such as the Suwalki corridor. The legislation specifies a clear hierarchy of civil protection entities, tasks and responsibilities, but in practice there are problems with hierarchical procedures, tasks and direct responsibilities and errors in legislation, which underestimate the military threat and its management is not described in the municipal emergency management plans. Communities are not fully involved in civil protection governance. Structure of the work: the theoretical part of the work consists of two chapters, which analyze the theoretical material and the Lithuanian legal framework related to the management of civil protection and emergency management. The third chapter is devoted to research strategy and methodology.
