The objective of this Master's thesis is a systematic approach to identify possibilities of the regulatory development of the obligation of civil servants to declare private interests and the obligation to disqualify themselves from decision making in Lithuania. To achieve this, the following three objectives have been raised in this Master's thesis: 1) to disclose an obligation to combine public and private interests 2) to study the peculiarities of legal regulation referring to obligation to declare private interests in some EU Member States and to assess their potential for development purposes of current legal regulation in Lithuania with reference to this matter 3) to study the peculiarities of legal regulation concerning the obligation of civil servants to disqualify from decision making in some EU Member States and to assess their potential for purposes to develop current legal regulation in Lithuania in this sphere. The structure of this work has been chosen taking into consideration the study object, objectives and goals. The Master's thesis consists of an introduction, three chapters, conclusions, recommendations, references, summary (in Lithuanian and English) and annexes. The first chapter reveals the essence of obligation for civil servant to combine the public and private interests, objectives of this obligation, conflicts of interest in public service, causes and types of those obligations. The second and third chapters analyze peculiarities of legal regulations in respect to obligation for civil servants to declare private interests and the obligation to disqualify themselves from decision making in Lithuania and some other EU countries (France, Germany, Estonia, Latvia, Poland) and usability of EU countries legal regulations for the improvement purposes of current legal regulation in Lithuania in this respect. |
