Nowadays more and more attention is paid to formation of organisational culture. Organisational culture is an essential factor with a big impact on the efficiency and transparency of activity in the public sector, as well as public confidence. The importance of organisational culture in the modern public sector arises from changes in environment, increasing requirements by the public and the increasing need for transparency. The leader, i.e. the person managing an organisation, has an impact on most component factors of organisational culture. The formation, changing and upholding organisational culture depend on his/her behavioural traits, ethical norms, management style and competence. Due to this reason, it is very important to pay close attention to finding the leadership traits of the head of the organisation. Therefore, the aim of this analysis is to analyse the predominant organisational culture in target institutions and determine leadership expressions, which impact formation of organisational culture. The following objectives have been set in order to reach the aim: to identify the values of organisational culture of cultural institutions in Vilnius; to determine the differences between organisational cultured declared by the heads of institutions and that perceived by employees; to assess the types of organisational culture of cultural institutions in Vilnius; to perform a comparative analysis of the opinions of the heads of institutions and their employees on the aspect of leadership expression. The analysis has been performed in cultural institutions in Vilnius by employing a mixed method access strategy. The analysis has been performed according to the characteristics of scientific analysis of organisational culture. 6 experts (heads of cultural institutions) have been interviewed during the qualitative analysis. Analysis results have revealed the dominant types of organizational culture. A questionnaire survey of employees has been performed during the quantitative analysis. 210 respondents from cultural institutions in Vilnius have participated in the analysis. The results of the quantitative analysis indicate that organizational culture declared by the managers is equally perceived by the employees as the managers. A comparative analysis of results has shown that the main features of the leader influencing the formation of organizational culture. In summary of final results, a conclusion may be drawn that the heads of the Vilnius cultural institution are the main leaders of the institutions forming a strong organizational culture. |
