Abstract [eng] For emergency medical aid (EMA), patients apply to hospitals – the ambulance service, the Emergency Departments in hospitals – and expect quality services, however, despite the population decline, EMA services are becoming increasingly less accessible, of poorer quality, and provided not on time, and patient queues and the waiting time have been getting longer. The research problem addressed in the dissertation is related to the development of a theoretical EMA model: in its absence, when the EMA-defining concepts and its integral parts are obscure, the EMA system and is management cannot be improved. Therefore, the aim formulated in the dissertation is, upon the development of an EMA system management theoretical model and the elaboration and application of a quantitative research methodology, to work out the measures of the EMA system management improvement and its subsystems. The dissertation analyses the theoretical aspects of the EMA system management, covering its historical development, the concept-related problems, and the principal models; the analysis of the EMA problematic areas is presented, the USA and German EMA systems management models are compared, and a theoretical model of the emergency medical aid system management is introduced. Moreover, the environment of the EMA system management and the situation of the EMA services provision in Lithuania are analysed, and the basic factors that affect the EMA accessibility and the quality of services are summarised. The data of the analysed findings have been presented, the theoretical scientific literature and empirical research-based subsystems of the EMA system management have been formed, a model of EMA system management in Lithuania has been developed, and specific measures for the EMA system improvement have been proposed.
