The thesis analyses control and risk dynamics processes in the government policy of municipality – owned enterprises. This topic is revelant as the government policy of municipality – owned enterprises faces the following complex problems: insufficient processes of public service provision and organization; lack of confidence in public authorities; lack of cooperation between administrationinstitutions. Lithuania‘s aspiration to become a member of the Organizationfor EconomicCo – operation and Development has fuelled the reorganization of sluggish and ineffective state – owned and municipality – owned enterprises. Therefore, the main goal of the state policy reform is to directly influence the development and implementation of the management decisions of state – owned and municipality – owned enterprises, to ensure effective management and control system of such enterprises. Thus, the approach is based management is not sufficient. It is necessary to change the approach to the internal control system and promote new management methods. Based on the presented insights and the analysis of revelance of the topic, the problem issue of this master‘s thesis has been raised – what is the significance of management and implementation of control and risk dynamics processes in the government policy of municipality – owned enterprises? Aim of the thesis – to research control and risk dynamics processes in the government policy of municipality – owned enterprises. Objectives for achieving the aim: 1) To analyse the concepts of control and risk and their relevance. 2) To research the theoretical aspects of control and risk dynamics processes in the government policy of municipality – owned enterprises. 3) To evaluate Plungė district municipality – owned enterprises managers attitude towards control, control and risk assessment processes and their application in the government policy of municipality – owned enterprises. Methods used in the thesis: Analysis and synthesis of scientific literature, legislation, statistics, reports and other informative documents. In the empirical part of the work, the empirical qualitative (semi – structured) interview method was used for a deeper analysis of the problem. During the research, the problem of the control ratio between the managers of the municipality and the managers of municipality – owned enterprises emerged, whic does not ensure the effectiveness and implementation of control measures to the MOE. The work consists of three main parts. The first part is intended to reveal the importance and significance of control and risk dynamics, and possibilities to apply in municipal governance. The second part of the thesis identifies risk factors of internal and external control, types and classification that have impact on ensuring the effectiveness of management and government policy. The third part of the thesis present the methodology of the research, the analysis and generalization of the research data. Conclusions are presented at the end of the thesis. |
