Abstract [eng] The Politicians acknowledge that our public transport system still remains unattractive and one of the most unattractive and backward transport systems in Europe. This field is still in stagnation in Lithuania, and most municipalities continue to rely on one municipal carrier. There is a shortage of budget resources for the development of this kind of services in the municipalities. Management of passenger transportation services through a public institution established by a municipality proved that a signifi­cant progress may can be achieved in the field. The relevance of the topic is related to the fact that the present situation in the field of public transport services administrated by municipalities shows that the gap between the growing need for public services and the possibilities of the local government to provide and manage such services is increasing, thus the management system of this field must be changed.
