Abstract [eng] The topic of the Master's thesis is Analysis of the Employee Performance Appraisal System: the Case of Elektrenai Municipality. Human resources are an integral part of both the public sector and the private sector. An effective performance appraisal system for municipal employees helps to ensure the quality of the services provided, which is the responsibility of the staff employed. It is therefore important to evaluate staff properly, to identify areas for improvement and to find out the individual's contribution to the organisation, as this will determine the effectiveness of the institution and the quality of its services. The problem is how to ensure the effectiveness of the performance appraisal system in practical implementation? The aim of the Master's thesis is to identify the gaps in the effectiveness of performance appraisal in the practical implementation in the municipality of Elektrenai and to provide suggestions for improving performance appraisal. To achieve this goal, four objectives are set: to analyse the concept of performance appraisal and its components, to provide an analysis of legislation and other documents regulating employee performance appraisal, to study the process of the performance appraisal system of Elektrenai Municipality, to determine the expression of the performance appraisal feedback methods for employees of Elektrenai Municipality, to find out how appraisal objectives are set in the municipality. The empirical research in the Master's thesis uses a qualitative research method - interviews, a quantitative research method - a questionnaire survey and analysis of the data obtained from the research. After the research it was observed that the expression of feedback methods in the evaluation of Elektrenai Municipality is quite narrow and does not define the whole evaluation. The results showed that not all managers involve their subordinates in setting objectives during the annual interview. The thesis consists of an introduction, three chapters, conclusions, suggestions and a summary in Lithuanian and English. The thesis is illustrated by 11 figures, 10 tables and 2 annexes containing the research questions. 75 references were used and the volume of the work, excluding appendices, is 70 pages.
