Relevance of research. The most important objective of 2007-2013 cohesion policy and its adopted measures is to boost employment and encourage its growth. Problem of research. It is often difficult to establish whether certain changes of the labour market should be attributed to the EU funding policies or whether they constitute the result of the natural economic development. Target of research. To analyze the influence of European Union regional policy on Utena region labour market based on qualitative expert polls data. Objectives of research. To review scientific literature dealing with EU regional politics affecting labour market; to analyze theoretical methods and models of assessment of such processes; on the basis of conducted survey to select the optimal model and to conduct analysis of EU regional politics influence on Utena labour market using that model. Hypothesis of research. Few of the European Union’s regional policy measures applied to specific regional policies to expand the labour market, they are not specific and clear, therefore the policy’s effect on the labour market is difficult to define. Methods of research. Analysis and synthesis of scientific literature, comparison, generalization, statistical data assessment, statistical data analysis, quantitative processing methods, public surveys and interviews. Results and conclusions of Research. It has been established that the proposed hypothesis is partly justified with regard to the actual situation. According to the conducted research, none of the presently available methods can exactly reflect the influence of the EU regional policy on the regional labour market; therefore specific measures in the field have to be developed and established to enable the growth of the existing labour market in the region; a unified assessment technique to analyze EU regional policy influence on labour market should be created, a method fully understood to all, equally accessible and necessary. Structure of Research. The first part presents the review of Lithuanian and foreign literature concerned with the issue. Main concepts are discussed, EU and Lithuanian regional policy implementation measures applicable to the labour market are described; methods and models used to assess EU regional policy influence on labour market are analyzed, deals with the proposed solution technique. The second part presents the research which analyzed the EU regional policy influence on Utena labour market. |
