The Thesis analyzes the problem of expanding the validity of planning the national budget expenditure in the context of modern requirements for public administration. The subject matter of the research – planning of the national budget expenditure – is analysed from the point of view of the systems theory. The purpose posed for the research – to create a model of planning of the national budget expenditure which sets preconditions for its users, working in the environment of advanced information technologies, to quantitatively justify planning decisions. |
