This society is called the knowledge society, where many significant society, business and public management changes are experienced. Nowadays organizations are forced to seek for new means to withstand fierce competition and succeed in their operations. Among the challenges they have to face the following ones are viewed as the most critical ones: the need to increase productivity, enhance organisational capabilities, develop and implement new technologies, respond to more demanding customer needs, attract and retain high-performing and flexible work force, introduce and manage relevant organisational change etc. In this situation it is necessary appropriately to create a new and qualitative organization, on purpose to use available human resources .So human intelligence is treated as the main assets of organizations. The quality of services and successful activity of the organization depends on the employees’ qualification and competence. These tendencies are very important to fulfill public sector organizations too. The development of the capacities of public sector employees is one of the directions in state administrative reform as well as one of the main conditions for effective public sector activities. It is clear that it is impossible to develop an innovative management system without the modernization of education of the workforc of the puplic sector. Relevance of the topic. Although recently considerable attention is given for employee training system of public sector organizations in scientific conferences and journals, however, analysis of the research on institutional level shows that attention is not sufficient. Furthermore, it should be mentioned that more attention is paid to the analysis for civil service, while other employees working in public sector organizations, including employee‘s working at the public service sector at the health care, the situation practically remains not researched. The object of the analysis – employee training system of Lithuanian public sector organizations. Research aim - to define and identify the problems related to employee training in Lithuanian public sector organizations (according to chosen organizations examples). Results of the research disclosed that: identification general principles create legal base in public sector employees training and skills development, however, these measures don‘t ensure an effective system of personnel development at analyzed institutions. Hypothesis has been proved: employee training system to a large extent is not implemented in the Lithuanian public sectors organizations. |
