Abstract [eng] This work analyzes and describes the physical education and sport policy formation and implementation processes also analyzes the authorities of Lithuanian and the European Union which has influence on it. On the basis of scientific, informational literature and legislation this work overviews formation and implementation of the physical education and sport policy in the European Union and Lithuania. The legislation and the outcomes of their analyses revealed the functions, powers and structures of the authorities which are responsible for the formation and implementation of the physical education and sports policy in Lithuania and European Union. The object of the work is sport policy formation and implementation processes also the authorities which have an impact on it in the European Union and Lithuania. The aim of the work is after the review of physical education and sport policy formation and implementation processes, to determine, explore and discuss the role of different European Union and Lithuanian authorities in these processes. The following tasks were set to achieve the main aim: 1. To analyze the roles of different European Union authorities in the formation and implementation of physical education and sports policy; 2. To analyze the roles of different Lithuanian authorities in the formation and implementation of physical education and sports policy; 3. To analyze the physical education and sport policy formation and implementation processes of the European Union; 4. To analyze the physical education and sport policy formation and implementation processes in Lithuania; 5. To evaluate different physical education and sport policy formation and implementation processes in the European Union and Lithuania; Analyze of formation and implementation processes of physical education and sport policy also analyze of authorities which impact these processes are important part of this work. The work consists of three main sections. The first section overview physical education and sport concept divide in Lithuania and the European Union. This section also describes the growing importance of sport, its wide range of uses and increasing social features. Also in this section could be found a review of the Lisbon Treaty, which became a turning point for sports and its policy development, which leads to a change in both the European Union and Lithuanian physical education and sport policy formation and implementation process, and its impact on institutions. The second section is dedicated to the European Union physical education and sport policy formation and implementation processes. This section also presents the institutions that influence physical education and sport policy formation and implementation processes, their powers, objectives, and where possible their structure. The third section is dedicated to the Lithuanian physical education and sport policy formation and implementation processes starting from the Independence Day to the nowadays. The section also analyzes the Lithuanian authorities affecting physical education and sport policy formation and implementation process. A review of the main parts of this work, when the European Union and Lithuanian authorities participating in the formation and implementation of physical education and sports policy were reviewed and their processes were analyzed it can be stated that sport system reform and development in Lithuania is absolutely necessary. Only well-chosen institutional structure model and a new legislative framework could help to solve problems Lithuania is facing. After analyze of different Lithuanian and European Union institutions affecting physical education and sport policy formation and implementation it can be argued that the Lithuanian sport policy is poorly developed, there is no clear responsibility for the results both in the non-governmental sports organizations and public authorities as well as at the local level. As the interest of physical education and sport policy in Lithuania actively started only after European Union's initiatives in the work are presented and few recommendations aimed to create an efficient Lithuanian physical education and sport policy and to optimize its existing institutions.
