Abstract [eng] It is the first time that the historical development of the public prosecutor's office of Lithuania has been thoroughly examined in a doctoral thesis. The author of this thesis strived to reveal the ways and causes of the change of the various elements of the institution of the public prosecutor's office, its legal regulation, the attitude towards the public prosecutor's office and its purpose. The thesis presents an optimal model of organization of the activities of the public prosecutor‘s office in modern Lithuania based on the historical development of the public prosecutor's office of Lithuania, the experience of the member states of the European Union as well as the conclusions of the analysis of the interviews of those practicing law. The aim of the doctoral thesis – to present the scientific analysis of the legal regulation and activities of the public prosecutor's office in Lithuania from 1918 to the present day, to disclose the main stages of the development of the public prosecutor’s office, their characteristics, to show why the public prosecutor’s office of the Republic of Lithuania is what it is now. The thesis consists of the introduction, four sections of the research part, conclusions and recommendations. The first section examines the legal status of the public prosecutor's office as well as its activities and development in 1918 -1940, discusses the influence of Russia, Germany and France on the model of this institution. The second section deals with the development of reorganization of the public prosecutor’s office of the State of Lithuania into the soviet public prosecutor's office during the first occupation and annexation executed by the Soviet Union, analyzes the activities and the status of the public prosecutor’s office during the Nazi occupation. The third section examines the activities of the public prosecutor's office of Lithuania as a subdivision of the public prosecutor's office of the USSR during the forty-six-year-long soviet occupation. The fourth section analyzes the legal status and activities of the public prosecutor's office of the Republic of Lithuania after the reestablishment of independence of Lithuania, during the validity of the Provisional Basic Law, the official constitutional doctrine shaped by the Constitutional Court as well as its changes, the evolution of the public prosecutor's office following the adoption of the 1992 Constitution of the Republic of Lithuania. At the end of this thesis the author presents his proposed model of the system of the public prosecutor's office of the Republic of Lithuania and its place within the framework of state institutions.
