Juvenile delinquency in Utena County is relevant, because it has not been researched so far, in addition, there are no any thesis about the prevalence, causality, prevention and other criminological aspects of juvenile delinquency in this territorial unit. The object of the research – juvenile delinquency in Utena County. The problem is that the level of delinquency and its criminological composition in every territorial unit of the state is a relevant and sore point. Juvenile delinquency is an integrate and very specific part of general criminality. Firstly, juvenile are exceptional legal subjects; secondly, their „contribution“ to criminality is remarkably bigger than their part in comparison with population. The aim of the research – to carry out and present the criminological analysis of juvenile delinquency in Utena County. The main tasks - to analyse juvenile delinquent‘s legal situation, to present the general comparative analysis of registered juvenile delinquency in Lithuanian regions, to present the analysis of registered juvenile delinquency in Utena County and its municipalities, to present juvenile delinquents‘ characteristics in Utena County, to analyse the reasons causing juvenile delinquency in Utena County, to present the measures of juvenile delinquency in Lithuania and Utena County. After the research it was ascertained that the level of juvenile delinquency in Utena County in 2006 – 2010 corresponded the variation tendencies of Lithuanian juvenile delinquency level. However, in Utena County, the level of juvenile delinquency tends to be lower than in all Lithuania. In 2006 – 2010 the level of juvenile delinquency in Utena County was one of the lowest of all the regions. After analysing the statistical data of juvenile delinquency in Utena County in 2006 – 2010, it is concluded that juvenile delinquency has been decreasing since 2007. The reason (assumption) for this can be general diminishing number of juvenile population in the region and the effectiveness of preventative programes (has not been researched). In 2006 – 2010 in Utena County, juvenile delinquency tends to be sectional and mixed delinquent groups dominate. Also, property crimes are typical to juvenile delinquency (that correspond the general tendencies of Lithuanian juvenile delinquency) – thefts and robberies are most often. In Utena County most often delinquency is done by: 16 – 17 year old juvenile, by students having primary or basic education, absolute majority are Lithuanian Republic citizens. The main reasons for juvenile delinquency in Utena County are supposed to be bad relationship in the family, bad friends‘ influence, alcohol abuse and also, lack of occupation. A lot of attention is paid for the prevention of juvenile delinquency in Utena County. A lot of various preventative programs, including educational, legal, municipal institutions are implemented, but there is a lack of juvenile parents‘ involvement when solving juvenile problems and when implementing juvenile delinquency prevention. The thesis consists from introduction, four chapters, 4 sections, conslusions and suggestions. There are 17 tables, 12 pictures and 2 annexes. Work volume is 67 pages. |
