The aim of the Master‘s thesis "Criminal offences committed by drunk drivers in Lithuania: criminological aspects" is to study the criminological aspects of criminal offences committed by drunk drivers in Lithuania and to present proposals for their prevention and control. The final thesis reveals the prevalence of alcohol consumption in Lithuania and analyses the current legal regulation providing for the criminal liability of drunk drivers under Article 281- 1, Article 281 paragraph 2, 4, 6 of the Criminal Code of Lithuania. Much attention is paid to the characteristics of drunk drivers and the expression of the offences committed in the period from 2019-2024. It examines the factors that contribute to the criminality of drunk drivers, emphasising the influence of social, psychological, legal and economic factors on the potential criminal behaviour of drunk driving. Prevention and control measures taken in Lithuania to combat drunk driving are highlighted and analysed, emphasising the need for education and awareness-raising, the inevitable control of drivers, complex penalties aimed at eliminating the determinants of criminal behaviour, and the need for a 0‰ alcohol limit and an alcohol engine lock for drivers of vehicles. An analysis is made of the responses to a structured qualitative interview with drunk drivers punished under Article 281-1 of the Criminal Code of the Republic of Lithuania and with experts working in the field of road safety. After analysing the legal acts and other submitted material, data on criminal offences committed by drunk drivers provided by the IRD under the Ministry of the Interior of the Republic of Lithuania, and after structuring the information obtained during the research, conclusions and proposals for the improvement of prevention and control of criminal offences committed by drunk drivers are presented. |
