The utilisation of the 2021-2030 European structural and investment funds in Lithuania is gaining traction, highlighting the necessity for the comprehensive deployment of these funds. It is imperative to ensure that the funds facilitate specialised areas and encompass multidirectional funding and benefits for the state, its populace, and enterprises. Considering the need for further development in Lithuania’s social business sector, the responsibility for delivering public goods lies with the Government of the Republic of Lithuania and other relevant entities. Lithuania should capitalise on the opportunity presented by European Union investments to promote the establishment and provision of social utility. The application of the TOPSIS multi-criteria technique confirms that this objective can be achieved by directing investments toward social business and the generation of public goods. Engaging private operators, who are the primary beneficiaries of the investment, to expand their operations and improve profitability can also create positive social utility as an ancillary benefit without incurring additional losses or burdens. Consequently, the findings also reveal opportunities for applying this approach to evaluate public and private investments across diverse economies globally. |
