The master thesis defines out-of-court mediation assumptions in present-day legal regulation, possibilities for the application of the assumption-based mediation in the activities of the Ombudsmen and provides the analysis of the mediation practice applicable by the Ombudsmen of some European countries. Furthermore, the thesis provides proposals for more explicit regulation of out-of-court mediation in the administrative process as well as the implementation of the out-of-court mediation in the Seimas Ombudsmen activities. The conclusions, proposals and recommendations of the thesis have been drawn up on the basis of the analysis described in the first to third chapters of the thesis. The findings provided lead to the conclusion that the application of mediation in the activities of Ombudsmen would be possible with appropriate changes in the legal regulation and if the possibility of mediation in the activities of the Ombudsmen was set forth in the Law on the Seimas Ombudsmen and other legal acts regulating out-of-court mediation in the administrative process. |
