Since the beginning of the ninth decade of the XXth century the mood to reform the public sector administration overwhelmed many developed countries. In Anglo-Saxon countries the particularly intense manifestation of movement of changes got a name of "New Public Management" (NPM). Seeking to fill the gap in knowledge about NPM in Middle and Eastern European countries the case of the Republic of Lithuania and energy sector management reform were selected, optimal model for sector reorganization and methods of how to attract the private capital to the sector are described in this article, The aim of this article is to unveil the problems of application of the NPM principles in reforming the management of Lithuanian energy sector. To achieve the goal, objectives have been set as follows: to review the system of existing NPM principles; to investigate the reforms of Lithuanian energy sector management in the NPM aspect; to formulate the recommendations of how to optimize the application of the NPM principles in the analyzed sector. |
