Master's thesis topic is relevant because a successful municipality and its socio-economic partners in the EU regional policy are conditioned not only by socio-economic development goals and objectives of the possession, but also by their implementation and strategic actions. Despite the fact that municipalities already have strategic plans for the development and implementation experience, there is still insufficient use of the opportunities offered by. A very real issue remains not only poor stakeholder’s participation in the planning process, but different requirements for the same kind of documents. While one part of the municipalities thinks that the main obstacle for the implementation of the strategic plans is lack of financial recourses, experience shows that it is appropriate to draw attention to the municipal employees responsible for the strategic planning function in this process. It is necessary to pay more attention to their training, capacity building so that employes of municipalities would be able to prepare strategical plans by themselves. The main goal - explore the development of a strategic planning peculiarities in Kaunas district municipality. |
