Abstract [eng] This master’s thesis examines the challenges of using information technologies in diplomatic and consular relations for the legal regulation of these relations. The study aims to assess the impact of using digital tools on the implementation of diplomatic and consular functions. The ongoing changes determine that digitized diplomatic and consular relations have a special legal framework focused on the specifics of these relations. The study evaluates what legal regulatory means could be effective in responding to the challenges posed by information technology progress. Particular attention is paid in this analysis to the study of the need for concluding a specific multilateral international agreement governing digital diplomatic and consular relations. The thesis evaluates which digital diplomatic and consular relations would be effectively regulated by such a hypothetical international agreement.
