Participatory governance aims of shaping public policy, involving civil society and government members. The aim of investigation – to determinate the effectiveness of implementation of participatory governance in Telšiai district and Klaipėda city municipalities. Methodology of investigation. Used quantitative research. Used instruments: interview and written survey. Used content analysis method. The sample consisted of 4 organizations. Two from Telšiai district, one of them participates in municipal NGO council.Two from Klaipėda district, one of them participates in municipal NGO council. The implementation of participatory governance in Telšiai district municipality showed up through the participation of non-governmental organizations in municipal political processes. It is participation in events, helping communicating with foreign partners and meetings. These measures have led to effective result – public awareness if community benefits and power. There is also a sense of citenzship, that join Telšiai district inhabitats. In Klaipėda city municipality participation in discussions, organization, presentation of resolutions, participation in action groups are the main measures for organization to implement participatory governance. It has also been noted that effectiveness has become apparent in a socially sensitive sphere – of attitude and responsibility environment. Basically, the result of participatory governance was achieved through the sense of community responsibility and the change of municipal approach to youth organizations. The investigation revealed that non-governmental organizations of Klaipėda city municipality were more active. However it is noticeable that organizations involved in municipal NGO councils were more active and argumentative. |
