Abstract [eng] The aim of the territorial reforms that started in Europe at the end of the 20th century and is still being implemented massively is to reorganize the system of traditional, bureaucratic and centralized management. These institutions are the closest to the citizen, and their main task is to organize the provision of public services meeting the ever-increasing needs of society. Municipal disparities not only between countries but also within each country, are tedious, but the tasks assigned to them and their responsibility for their implementation are usually the same. Municipal heterogeneity and dynamic environmental change often create disadvantages for the municipality that make the delivery of public services increasingly difficult. European countries have for some time been subject to a flexible strategy for municipal cooperation, where different partnership models aim to create economies of scale, improve the delivery of public services and strengthen citizens' participation in decision-making in the public sector.
