The final Master's thesis reviews and evaluates the Baltic Sea Region Marine Search, Rescue and the system of assistance services. In particular, it reviews the legal regulations of maritime search, rescue and assistance services and the international commitments made by the countries of the region. The main objectives of the organizational research is to assess the implementation of the requirements of international law for the Baltic Sea Region countries, models of search, rescue and organization of maritime assistance services, as well as to identify the responsible authorities for carrying out these duties. Geographical, hydrometeorological conditions in the Baltic Sea contributes to the requirements of technical measures for institutions performing rescue and assistance services, and analysis of maritime incidents helps identifying potential risks. This thesis evaluates the available technical resources of the regional partners, their quantity and parameters. The analysis of available maritime search, rescue and assistance services capabilities to the risk factors of the average statistical ship was assessed by analyzing the statistical data of ships entering Klaipėda port and using the model of average ship and modeling different situations of rescue and assistance services. Conclusions and recommendations on improvement of the maritime search and rescue system for the Republic of Lithuania are presented. |
