Abstract [eng] The European Higher Education policy pays a lot of attention to the problem of assessment of learning outcomes. The assessment process has to be regulated by higher education institutions, because it greatly affects the quality of education. Lithuanian authorities (Ministry of Education and Science, Centre for Quality Assessment in Higher Education) had prepared documents prescribing Lithuanian higher schools for regulating assessment of learning outcomes. The relevance of this problem became stronger with the correction of the Law on Higher Education in August 2008, stating that the state provides financing for the students depending on their achievements. The paper presents results of the investigation into regulation of assessment of learning outcomes in Lithuanian higher schools as a factor influencing understanding and improvement of assessment practice in higher education institutions in the context of assessment theory development. The main questions under investigation were: How is assessment of learning outcomes regulated in Lithuanian higher schools? Does this regulation correspond to the development of assessment theory? The documents regulating assessment of learning outcomes of 78 percent of all Lithuanian higher schools were analysed. The investigation was performed using content analysis method. A great variety in the area of assessment of learning outcomes among the higher schools was revealed. This variety testifies the shift in educational paradigms.
