Abstract [eng] Youth policy and inclusion are important and relevant to the development of the country. Youth policy – a set of systems and measures seeking more favorable conditions for maturity and successful integration of a young person. Youth inclusion – an inclusion of young people in public life, politics, anticipating the normal course of social conflict and determination to participate in national security processes. The aim of the thesis – to analyze the inclusion of youth in Lithuania and assess whether it is not contradictory and thus interfering with the country’s social conflicts that threaten internal and national security. Citizenship education and paying sufficient attention to the inclusion of a young person in social life and labor market are essential in the development of younger generation. The first chapter provides the concept of a national security and presents internal threats faced by the country. The concept of a social conflict, its importance and how it affects the development of the country and a well-being of a person are also described. The second chapter is dedicated to the policy of Lithuania’s youth. The EU’s contribution and attitudes towards youth inclusion, as well as the model of Lithuanian youth policy management are discussed. Attention is paid to the youth inclusion with the help of volunteering and youth organizations. The third chapter – research, which is the analysis of laws and projects of the Baltic States related to youth inclusion and an overview of the reality. Implementation of youth policies, forms of volunteering, relevance and benefits that can facilitate youth inclusion are also considered. The scale of youth emigration from Lithuania indicates the development of norms and behavior detrimental to the country, therefore, it is necessary to identify the factors contributing to this. The research revealed that the hypothesis of the author is correct and that the current youth inclusion is contradictory.
