Abstract [eng] The topic of the master's thesis is relevant that the values of professional ethics have become the goal and aspiration of every organization. Issues of professional ethics of persons working in the customs system of the Republic of Lithuania, which are an integral part of the work, are no exception. Although in the customs structure of the Republic of Lithuania the behavior of an individual is limited by rules, code and institutional order, at the same time there is inefficiency, flaws and ethical problems are formed, which receives a lot of public attention and resistance. The public expects fair, reasonable decisions and respect from civil servants. However, the problem is that it does not specify what conditions or circumstances are necessary for an individual to be motivated not to violate rules, norms, laws. The object of the research is the possibilities and challenges of the development of the ethical infrastructure in the customs of the Republic of Lithuania. The aim of the research is to investigate the elements of the ethics infrastructure in the customs of the Republic of Lithuania and to identify directions for improvement. Research methods – analysis, comparison and generalization of scientific literature, documents and legal acts. The research is carried out using interviews and qualitative content analysis methods. The results of the research revealed that the following elements are important in the customs infrastructure of the Republic of Lithuania: Code of Ethics of Customs Officers of the Republic of Lithuania, setting personal and professional standards, activities of official ethics commissions, education on ethical topics in order to raise the awareness of customs officers and responsibility to make ethical and fair decisions and public awareness of ethical violations on the internal website. However, in some cases there is a lack of direct supervision of work and behavior by managers, involvement of psychologists in staff selection processes. Also, due to lack of motivation for work, self-esteem and responsibility, employees tend to make unethical decisions.
