Cultural diplomacy is traditionally perceived as a means of state measures to strengthen the state's political influence and knowledge in the world, and to create economic prosperity. With the help of cultural diplomacy, states seek to strengthen relations with other states. In addition, this cultural element of diplomacy can be a significant precondition for shaping a positive image of the state, raising the prestige and reputation of the state in the international community. the classical goals of cultural diplomacy are recognized in both literature and practice. However, research on this phenomenon has been started in Lithuania not so long ago. The increasing use of this concept is aimed at understanding its content and understanding how this phenomenon could be better adapted to the Lithuanian situation. The aim of this work is to investigate the regulation and practical implementation of Lithuanian cultural diplomacy. To achieve this goal, the concept of cultural diplomacy presented in the theoretical scientific literature is first analyzed. There is a wealth of definition of different cultural diplomacy in the scientific literature, and we can see that the content of this concept is constantly changing, often intertwined with other concepts. Based on the refined main elements and peculiarities of cultural diplomacy, the remaining parts of the work focus on the analysis of the situation of Lithuanian cultural diplomacy. The second part of the work analyzes how the concept and process of cultural diplomacy is regulated in the legal acts of the Republic of Lithuania. The aim is to systematically evaluate the existing regulation of Lithuanian cultural diplomacy, to determine which institutions are competent in the field of cultural diplomacy, how it is formed, to see possible regulatory shortcomings and necessary changes. After evaluating the specifics of the regulation of Lithuanian cultural diplomacy, the last third part examines the practical level of implementation of cultural diplomacy. After the research and identification of the main problems of regulation and implementation of Lithuanian cultural diplomacy, proposals for their solution are presented. |
