The Master's thesis was prepared in order to assess whether the existing Lithuanian legal regulation provides adequate conditions for ensuring an objective, timely and stable civil service dispute resolution process. The study analyzed the meaning of the civil service and the position of the civil servant in terms of legal regulation, the legal regulation of civil service relations and the peculiarities of the legal regulation of civil service disputes. It also identified problematic aspects of the impact of the reforms of the civil service on civil service disputes and directions for development, and assessed the background to the pre-trial handling of civil service disputes. The study identified trends and insights for improving the regulation of the system and process of handling service disputes based on an analysis of expert interviews. The analysis of specific literature, legal acts and case law, as well as expert interviews, led to the conclusion that Lithuania's legal regulation is defective and does not provide conditions for ensuring a proper process of handling civil service disputes, and that the proposals for improvement of the legal regulation of the handling of civil service disputes will make the process more efficient and faster. |
