The thesis determined that realisation of the welfare state can be accelerated by a set of conceptual provisions of quality management, which are analysed and discerned by various researchers, but in the process of achieving this, it is very important that regional authorities promote application of quality management. The research found that in the plans of regional development measures of Lithuanian regions for 2014–2020, when planning the balanced development of regions and focusing on quality pursuit, the set of conceptual provisions of quality management is not fully integrated in the regional context. Also, it was established that 4 out of 10 Lithuanian regions do not even provide for quality management as an aspiration in their development action plans. And based on the principle of ranking regional centers, it has been established that Šiauliai and Panevėžys regions are most focused on quality. However, not all opportunities are to take advantage of in order to integrate quality management into public sector activities to achieve the realization of the welfare state at the level of the Lithuanian regions. |
