The topic of “Local Democracy Instruments in the Municipality” is relevant because the indicators of success in the implementation of local democracy instruments are: citizen participation, their perception and opportunities to participate in the implementation of local government decisions, the effectiveness of local government instruments to increase citizen involvement. Problem: Local authorities are constantly looking for new ways to implement democratic principles or improve / adapt existing local democracy instruments in order to increase citizen participation and their perceived "power". Aim: After analyzing the significance of democracy and local democracy and identifying local democracy instruments regulated by normative legal acts, evaluate the implementation of local democracy instruments in the case of Kelmė district municipality in order to increase citizen participation. Tasks: 1. To reveal the concepts of democracy and local democracy; 2. Examine the instruments of local democracy regulated by normative legal acts; 3. To substantiate the significance of the developed theoretical model of local democracy instruments; 4. To analyze the situation of implementation of local democracy instruments in Kelmė district municipality. Main methods: analysis of literature sources, analysis of documents, generalization, modeling, logistics, questionnaire surveys, survey interview methods. |
